French Polynesia has an enormous exclusive economic zone, half of the vast French maritime area which is the second largest in the world. Substantial issues surround the conservation of the oceans and sustainable exploitation of marine resources (Goal 14 of the UN agenda for sustainable development). In an international context marked by increased demand for mineral commodities and the 'scramble to the sea' that defines the new frontiers of territorial expansion, French Polynesia's deep-sea mineral resources are attracting growing interest.

The French government and French Polynesia commissioned the Institut de Recherche pour le Développement (IRD) to conduct an expert group review on deep-sea mineral resources in French Polynesia. The review, which was carried out by a multidisciplinary panel of experts in anthropology, biology, law, economics, geography, geology and technology, summarises the current state of knowledge and reaches some qualified conclusions. It makes a series of recommendations that will assist policy makers in future efforts to develop knowledge, technologies and governance. The expert group review will help define a development strategy for the deep-sea mining industry that respects environmental and social issues specific to French Polynesia.

The college of experts reworked the initial questions during the successive plenary meetings. They made moderate changes, improved the coherence of the list, sharpened the wording to work out a consolidated and comprehensive outline. These modifications have been presented to the Monitoring Committee and validated. Each question led to the drafting of a contribution, by one or more experts, referenced as a scientific article. The totality of these contributions is presented in digital version on the USB drive attached to this book.

La Polynésie française se caractérise par une immense zone économique exclusive, constituant la moitié de la zone maritime française, elle-même deuxième mondiale. Les enjeux de conservation et d’exploitation durable des océans et des ressources marines (objectif 14 de l’agenda onusien du développement durable) y sont considérables. Dans un contexte international marqué par une hausse de la demande en matières premières minérales et une « course à la mer », nouvelle frontière d’expansion territoriale, la question des ressources minérales profondes en Polynésie française suscite aujourd’hui un intérêt accru.

L’État et la Polynésie française ont commandé à l’Institut de recherche pour le Développement (IRD) cette expertise collégiale sur les ressources minérales marines profondes en Polynésie française. Cette expertise, réalisée par un collège d’experts pluridisciplinaire (anthropologie, biologie, droit, économie, géographie, géologie, technologie), recense les connaissances actuelles et construit un diagnostic nuancé. Elle aboutit à une série de recommandations utiles aux décideurs politiques en matière de production de connaissances, de développement de technologies et de gouvernance, contribuant ainsi à la définition d’une stratégie de développement d’une filière minière sous-marine respectueuse des enjeux sociaux et environnementaux spécifiques à la Polynésie française.
