Seven themes organise Agenda 21's programs, focusing on transition to sustainable life on Earth. The themes are: 1: Revitalizing economic growth while ensuring environmental sustainability. 2: Improving quality of life while eliminating patterns of production and consumption that contribute to Earth's deterioration. 3: Managing urbanisation and its environmental repercussions. 4: Efficiently using natural resources: land, water, energy, forests, etc. 5: Sharing and protecting atmospheric and oceanic (`transboundary') resources. 6: Managing chemicals and waste to maintain a clean world. 7: Mandating broad public participation in realising sustainable development. Several later sections examine implementing and financing the transition.
